2) Alternative you call or text the agent who is marketing it to understand what could be sellers' expectations.
3) Negotiate with the agents to get the price you intend to offer.

This is the most common question posed by first time buyers due to the procedure of purchasing HDB nowadays. You can only find out whether any COV is applicable after placing an option fee and that's where valuers will come down to determine the actual value of the flat. You may refer to recent transactions of similar sized flats around the area as a reference since valuers use this information to determine the actual valuation of the house. I have served various buyers and a vast majority of them managed to secure a house without any COV. This is made possible through a very detailed analysis of recent transactions, usage of 3rd party app to determine an estimated valuation and effective negotiation strategy to reduce the risk of incurring COV. In today's seller market situation, I have encountered seller agent reminding buyers that the house 'will have COV' despite buyers offering at a reasonable price that may end up with no COV. This is due to agents not wanting to 'waste time' forfeiting the option fee and searching new buyers in case the house have a COV and current buyer unable to pay up for it.
